Director of finance and property management
He came from the position as head of administration in Austevoll municipality. Before that he worked for 15 years at Centre for internationalisation of education (SIU), and had three years in Brussels as National Expert.
Skugstad holds a Cand.polit degree from University of Bergen with sociology as a main course. In his dissertation he looked closer on higher education in an international perspective.
In his position he has the overall responsibility of finance and property management at HVL.
