EVN1005 Ship Safety and Security Law 2
Course description for academic year 2021/2022
Contents and structure
Ship Safety and Security Law 2 continues where EVN1004 Ship Safety and Security Law 1 left, and pursue additional legal issues. The main subjects of course 2 is the roles, duties and responsibilities of different stakeholders, in particular:
- The Norwegian and international framework in Ship Safety and Security Law concerning the working environment and personal safety on board (ILO og International Seafarers' Code mv.).
- The Norwegian and international framework in Ship Safety and Security Law concerning environmental safety, including technical environmental safety, the operation of the ship, the legal requirements of emergency response system, notification and reporting (e.g. IMO, MARPOL, etc.).
- Protective security measures, including preventive and protective measures against attacks, piracy etc. on ships and the use of force.
- The classifications companies¿ roles and responsibilities.
- The roles and responsibilities of governmental bodies (supervision etc.), like The Norwegian Maritime Authority, The Norwegian Costal Administration, The Norwegian Coast Guard and the Police.
Possible legal consequences of wrongful acts, shipping disasters etc. Including administrative measures (coercive fines, withdrawal of certificates, stopping and boarding etc.), administrative sanctions (violation fines), civil and criminal liability.
Learning Outcome
Knowledge
The Candidate:
- Has broad knowledge of the Norwegian Ship Safety and Security Act and central national and international regulations and codes concerning the working environment and personal safety on board.
- Has broad knowledge of the Norwegian and international framework in Ship Safety and Security Law concerning environmental safety, including technical environmental safety, the operation of the ship, the legal requirements of emergency response system, notification and reporting.
- Has broad knowledge of legal obligations concerning protective security measures, including preventive and protective measures against attacks, piracy etc. on ships and the use of force.
- Has broad knowledge of the Norwegian and international framework in Ship Safety and Security Law concerning the classifications companies¿ roles and responsibilities.
- Has broad knowledge of the Norwegian and international framework in Ship Safety and Security Law concerning the roles and responsibilities of governmental bodies (supervision etc.), like The Norwegian Maritime Authority, The Norwegian Costal Administration, The Norwegian Coast Guard and the Police.
- Has broad knowledge of the Norwegian and international framework in Ship Safety and Security Law concerning possible legal consequences of wrongful acts, shipping disasters etc. Including administrative measures (coercive fines, withdrawal of certificates, stopping and boarding etc.), administrative sanctions (violation fines), civil and criminal liability.
- Is able to update his or her knowledge within his or her field.
Skills
The candidate:
- Is able to see different subject areas contextualized in order to use knowledge and skills from multiple subjects on one specific problem.
- Can with the knowledge acquired during the course and work reflect on and assess theoretical, practical and technical problems related to maritime operation of ships, and are able to make well-founded choices in his or her field.
- Can use the knowledge from the basic subjects on a wide specter of maritime problems.
- Is able to basic legal method, basic legal terms and legal regulations to solve legal questions in maritime operations.
General competence:
The candidate:
- Has insight into the role of and relevant questions in Ship Safety and Security Law.
- Can communicate relevant maritime legal knowledge in writing and orally.
- Can contribute in multidisciplinary work and can adjust own behavior and team skills to the specific work situation and conditions of work.
- Can contribute in discussions and is able to share his/her knowledge and experiences with others, and thereby contributes to development of good practice.
- Can contribute to debates regarding relevant nautical operations in his or her field.

Recommended previous knowledge
Ship Safety and Security Law 1
Some knowledge of, interests in and/or experience from nautical operations (from a land and/or sea perspective).
Some knowledge of, interests in and/or experience from (maritime) Law.
Teaching methods
The course is organized in two sessions of two days each. During these sessions there are lectures, discussions, group assignments, case studies and self studies.
Compulsory learning activities
Minimum 50% attendance in the sessions.
Assessment
Portfolio, 100%, with to written submissions.
Grading scale A-F.
